Fire Warden Training Level 3: in cosa consiste?

The training course Fire Safety Officers - Level 3_FOR is aimed at workers who are part of the emergency team in a workplace classified as High Risk for fire safety purposes.

Fire Safety Officers must attend specific courses as required by Ministerial Decree 2/9/2021, which outlines three training levels: 1_FOR (formerly Low Risk), 2_FOR (formerly Medium Risk), and 3_FOR (formerly High Risk).

The determination of the risk level, which allows for identifying the most appropriate course for emergency team members, stems from the fire risk analysis conducted by the Employer (DdL) together with their consultants, including the Head of the Prevention and Protection Service (RSPP), also considering the provisions set out in points 3.2.2, 3.2.3, and 3.2.4 of Annex III of Ministerial Decree 2/9/2021.

Our fire safety training courses cover the content outlined in Annex III of Ministerial Decree 2/9/2021, including a theoretical section, a practical fire extinguishing test using extinguishers, and an exercise to familiarize participants with the use of fire hose reels and Personal Protective Equipment.

At the end of the course, a learning test will be conducted for the issuance of the Fire Safety Officer - Level 3_FOR certificate. The certificate is valid for five years, after which a refresher course will be required.

TARGET AUDIENCE

This course is intended for members of fire emergency teams in workplaces classified as Level 3 (formerly High Risk) as per Ministerial Decree 2/9/2021, such as:

  • "lower-tier" and "upper-tier" establishments as defined in Article 3, paragraph 1, letters b) and c) of Legislative Decree 26 June 2015, no. 105;
  • explosives factories and depots;
  • thermoelectric power plants;
  • mineral oil and combustible gas extraction plants;
  • nuclear plants and laboratories;
  • indoor storage facilities for combustible materials with a surface area exceeding 20,000 sqm;
  • commercial and exhibition activities with a public-accessible area exceeding 10,000 sqm;
  • airports, railway stations, maritime stations with a covered area accessible to the public exceeding 5,000 sqm; entirely or partially underground subways;
  • interports with a surface area exceeding 20,000 sqm;
  • hotels with more than 200 beds;
  • healthcare facilities providing inpatient or residential services on a continuous or day-care basis; nursing homes for the elderly;
  • schools of all types with over 1,000 people present;
  • offices with over 1,000 people present;
  • temporary or mobile underground construction sites for the construction, maintenance, and repair of tunnels, caverns, shafts, and similar works exceeding 50 meters in length;
  • temporary or mobile construction sites where explosives are used;
  • establishments and facilities that carry out waste storage, pursuant to Article 183, paragraph 1, letter aa) of Legislative Decree No. 152 of 3 April 2006, as well as waste treatment operations, pursuant to Article 183, paragraph 1, letter s) of the same Legislative Decree; inert waste as defined by Article 2, paragraph 1, letter e) of Legislative Decree No. 36 of 13 January 2003 is excluded.

1) FIRE AND FIRE PREVENTION
  • principles of combustion;
  • the main causes of fire in relation to the specific work environment;
  • extinguishing agents;
  • risks to people and the environment;
  • specific fire prevention measures;
  • behavioral precautions to prevent fires;
  • the importance of monitoring work environments;
  • the importance of checks and maintenance on fire safety equipment.
2) FIRE STRATEGY
  • specific risk areas. Explosion protection.

FIRE MEASURES:

  • reaction to fire;
  • fire resistance;
  • compartmentalization;
  • evacuation;
  • detection and alarm;
  • smoke and heat control;
  • fire control;
  • fire-fighting operations;
  • fire safety management during operation and emergencies;
  • checks and maintenance.

THE EMERGENCY PLAN:

  • emergency procedures;
  • alarm procedures;
  • evacuation procedures.
4) PRACTICAL EXERCISES
  • viewing and clarification on the use of fire control and extinguishing equipment;
  • viewing of personal protective equipment (including masks, self-contained breathing apparatus, suits);
  • exercises on the use of fire control and extinguishing equipment;
  • viewing of the fire safety logbook;
  • clarification and exercise regarding surveillance activities.
