ASPP Training - Module A
The Prevention and Protection Service Officer (ASPP) is the professional who assists the Head of the Prevention and Protection Service (RSPP) in carrying out work safety-related functions. Their role involves supporting risk identification, preparing preventive and protective measures, and promoting safe behaviors among workers, thereby helping to ensure a workplace compliant with current regulations. Module A is the basic course for performing RSPP and ASPP functions, it is preparatory for access to other modules, and its successful completion allows access to all subsequent training paths.
The course is held in person and lasts 28 hours.
TARGET AUDIENCE
It is particularly aimed at those who have at least a high school diploma and wish to acquire the specific skills to assess risks, propose preventive measures, and help maintain a safe and compliant work environment.

TEACHING UNIT A1 - 8 HOURS
THE PREVENTION APPROACH IN LEGISLATIVE DECREE NO. 81/2008
Learning Objectives
- To illustrate the prevention and protection approach regulated by Legislative Decree no. 81/2008 for a path of improving workers' health and safety.
Module Contents
- The philosophy of Legislative Decree no. 81/2008 with reference to the organizational management nature given by legislation to the company prevention system.
THE LEGISLATIVE SYSTEM: EXAMINATION OF REFERENCE REGULATIONS
Learning Objectives
- To illustrate the legislation on health and safety at work.
Module Contents
- This course provides an overview of the evolution of health and safety at work regulations, from Legislative Decree 81/2008 to the Workers' Statute, including civil, criminal, and administrative liabilities. It also delves into laws specific to particular categories of workers, the European framework, fire safety regulations, and the main national and European technical standards.
THE INSTITUTIONAL PREVENTION SYSTEM
Learning objectives
- Illustrate the institutional prevention system.
Module Contents
- Chapter II of Title I of Legislative Decree no. 81/2008.
THE SUPERVISION AND ASSISTANCE SYSTEM
Learning objectives
- Illustrate the role of supervisory and assistance bodies.
Module Contents
- The course illustrates the supervision and control system, including requirements and sanctions, and the role of ASL, INL, VV.F., INAIL, and ARPA. It also covers approvals and periodic checks, information, assistance, and consulting activities, and the role of joint bodies in workplace safety management.
LEARNING UNIT A2 - 4 HOURS
Learning objectives
- To familiarize participants with the role of the subjects within the prevention system, with reference to their duties, obligations, and responsibilities.
Module Contents
- The company safety system according to Legislative Decree no. 81/2008: employer, managers and supervisors, head of the prevention and protection service and SPP personnel, competent physician, workers' safety representative and territorial and site workers' safety representative, fire prevention, worker evacuation, and first aid personnel, workers, designers, manufacturers, suppliers and installers, self-employed workers, family businesses.
TRAINING UNIT A3 - 8 HOURS
THE RISK ASSESSMENT PROCESS
Learning Objectives
- To familiarize participants with the concepts of hazard, risk, harm, prevention, and protection;
- To illustrate the main statistical and epidemiological indicators regarding accidents and occupational diseases;
- To familiarize participants with the main methods and criteria for risk assessment, including those related to interference;
- To illustrate the main risks and prevention and protection measures;
- To illustrate the elements of a risk assessment document
Module Contents
- The course provides fundamental knowledge on hazard, risk, harm, prevention, and protection, with a focus on pregnant workers, gender differences, age, origin, contractual types, and the use of digital technologies. It also covers the analysis of accidents and occupational diseases, risk assessment, management of interference risks, classification of specific risks, protection measures, and the structure of the Risk Assessment Document (DVR).

Prerequisites
Master's degree obtained in one of the following classes: LM-4, from LM-20 to LM-25, from LM-27 to LM-35. Specialist degree obtained in one of the following classes: 4/S, from 25/S to 38/S.
