Safety Manager Training: in cosa consiste?

According to Article 37 of Legislative Decree 81/2008, workers designated as Safety Managers must receive specific training aimed at providing all the necessary knowledge to correctly perform their duties. The State-Regions Agreement of April 17, 2025, defines the minimum content and delivery methods for the courses, establishing that training for Safety Managers fully replaces that provided for workers.

In-person course with a minimum duration of 12 hours.

TARGET AUDIENCE

The course is aimed at all workers who are designated by the employer as Safety Managers within their company.

PROGRAM
LEGAL AND REGULATORY MODULE

Learning objectives

  • To introduce the role and obligations of the manager and their relationship with other corporate prevention figures;
  • To illustrate the criminal, civil, and administrative responsibilities of managers;
  • To illustrate the institutional prevention system and the role of supervisory bodies.

Module contents

  • The legislative system concerning workers' health and safety;
  • The subjects of the corporate prevention system according to Legislative Decree no. 81/2008: duties, obligations, responsibilities, and insurance protection;
  • Delegation of duties;
  • The civil and criminal liability of the manager;
  • Administrative liability under Legislative Decree no. 231/2001 in the private sector;
  • Prevention of violence and harassment in the workplace (ILO Document C 190 Convention on the Elimination of Violence and Harassment in the World of Work);
  • Inclusion of disabled workers (Reference to Legislative Decree 213/2003 (art. 3, para. 3 bis), Decree-Law 76/2013 (art. 9, para. 4-ter) converted into Law 99/2013);
  • The roles of ASL, INL, VVF, and INAIL;
  • Supervisory bodies and inspection procedures.
SAFETY MANAGEMENT AND ORGANIZATION MODULE

Learning objectives

  • To acquire the necessary skills to organize and manage processes and activities related to health and safety in the workplace;
  • To illustrate organizational models and company management systems with reference to legislation and voluntary standards.

Module contents

  • Methods for managing and organizing processes related to health and safety in the workplace;
  • Organization and management models as per Article 30 of Legislative Decree no. 81/2008;
  • Occupational health and safety management systems in relation to voluntary standards.
MODULE: SPECIFIC DUTIES OF THE MANAGER REGARDING OCCUPATIONAL HEALTH AND SAFETY

Learning objectives

  • To make known the health and safety risks for workers connected to the context in which the manager operates and the employer's related directives concerning prevention and protection measures;
  • To acquire knowledge regarding the health and safety implications related to the management of service and temporary staffing contracts and their subcontracts;
  • To illustrate emergency organization procedures.

Module contents

  • Technical, organizational, and procedural prevention and protection measures adopted following the company's risk assessment, with particular reference to the context in which the manager operates;
  • Importance of health surveillance;
  • Obligations related to procurement, service, and temporary staffing contracts;
  • Management of interference risk and the DUVRI;
  • Organization of fire prevention, first aid, and emergency management.
COMMUNICATION, TRAINING, INFORMATION, AND WORKER CONSULTATION MODULE

Training objectives

  • Illustrate effective communication techniques and tools with other corporate prevention stakeholders.

Module contents

  • Communication and information techniques and tools;
  • Training obligations for various company personnel;
  • Management of work groups and conflicts;
  • Consultation and participation of workers' safety representatives.

At the end of the course, a test will be administered to verify the understanding of the concepts taught. Successful completion will lead to the issuance of a five-year certificate, after which a refresher course will be required.
