Periodic Renewal of Fire Safety Compliance

With D.P.R. 151/2011, 80 activities are listed as subject to Fire Prevention regulations. These subject activities can depend on both the type of operations carried out and the size and/or characteristics of the building housing them.

Each activity is then classified into three categories of increasing hazard: Category A, B, C, and for each of them, a Certified Notification of Commencement of Activity (SCIAvvf) must be submitted to the competent Provincial Fire Department Command.

Every five years (or ten for a limited number of subject activities), a periodic fire safety compliance renewal certification must be submitted, attesting to the absence of changes to fire safety conditions.

WHO SUBMITS THE RENEWAL?

The renewal is submitted electronically to the Provincial Fire Department Command by sending two Fire Prevention Forms, called PINs:

• PIN Periodic Renewal Certification (signed by the activity owner);
• PIN Sworn Statement for the purpose of periodic fire safety compliance renewal certification (signed by the Fire Safety Professional);
• Any other attachments (at the discretion of the person submitting the application)

A Fire Safety Professional is a technician who has completed a specific fire safety course and is regularly registered in the lists of the Ministry of Interior as per Art. 16, paragraph 4 of Legislative Decree 139/06, and whose task is to assist the activity owner in submitting fire safety applications.

The sworn statement for the purpose of periodic fire safety compliance renewal certification, which requires the involvement of a Fire Safety Professional, is only necessary if the following are installed at the activity:

• Active fire protection systems;
• Products or systems for the protection of structural parts or elements;
• Smoke and heat control systems;
• Smoke, heat, gas, and fire detection systems;
• Fire alarm and signaling systems.

However, even when only the Periodic Renewal Certification needs to be submitted, the presence of a Fire Safety Professional ensures a more accurate assessment of the current situation and the safety measures installed for its protection/evacuation.
