Safety and Coordination Plan (PSC)
The PSC (Safety and Coordination Plan) is drawn up during the design phase and analyzes all aspects related to risks and prevention and protection measures for a specific construction site, which must be closely linked to the Operational Safety Plans (POS). It analyzes the work phases carried out on site, the critical phases of the construction process, and all measures to be adopted to reduce and prevent occupational risks.
MANDATORY NATURE OF THE PSC
The PSC is drawn up by the Safety Coordinator during the design phase (CSP) and, in some specific cases, by the Safety Coordinator during the execution phase (CSE), as required by Annex XV of Legislative Decree 81/2008.
The PSC is mandatory when multiple companies are present on the construction site, even if not simultaneously, or when a single main contractor uses other companies for the execution, for both public and private works.
OBJECTIVE OF THE PSC
The Safety and Coordination Plan (PSC) is a detailed report to be attached to the contract, which highlights the various operational phases of the work, identifies risk situations, and outlines actions for securing the construction site. The PSC is a very important document as it guarantees that work activities are carried out safely, by analyzing the interference risks between different work activities and between the construction site and its surroundings.
The safety plan must be distributed to the RSPP (Head of Prevention and Protection Service), the works manager, and coordinators. This distribution is managed and ensured by the company owner.
PREPARATION OF THE PSC
The PSC is drawn up during the design phase of the work or, in any case, before the request for tender submissions. It is an integral part of the tender process and subsequently serves as a reference point for project execution.
The PSC consists of a technical report containing all prescriptions, correlated to the complexity of the work, aimed at preventing or reducing risks to workers' safety and health, and a series of explanatory drawings.
The employers of the executing companies provide safety representatives with a copy of the PSC and POS at least 10 days before the start of work.
The client or works manager transmits the PSC to all companies invited to submit bids for the execution of the works. In the case of public works contracts, making the plan available to all tender participants is considered transmission.
The company awarded the works has the right to submit proposals for additions to the safety and coordination plan to the execution coordinator if it believes it can better ensure site safety based on its own experience. In no case shall any additions justify changes or adjustments to the agreed prices.
Before the start of work, the main contractor transmits the plan to the executing companies and self-employed workers.
PSC UPDATE
The Safety and Coordination Plan must be updated when changes occur on site regarding:
- modifications to the scope of work;
- changes in the project timeline;
- changes in the parties performing the work (if a new company enters the site, the PSC must be updated).
To update the PSC, certain aspects must be observed:
- it must be signed by the works coordinator during the execution phase, and must bear the signature for receipt, review, and acceptance by the client, companies, and self-employed workers on site;
- the issue date must be verified;
- a genuine need for an update must be confirmed;
- it must be checked whether the companies' POS (Operational Safety Plan) needs to be adapted.
